The way it is supposed to work is what you are expecting. If the Profit or Loss rules are met and the options for "Lock After Positions Flattened" is enabled along with the "Lock for Day", then the lock will be undone when the "Start of Day" time is passed in the Global Time Zone. Therefore, you need to look at what your "Global Time Zone" is set to and make see if the account is being unlocked when the time passes 15:00:00 in that time zone.
