Set the following setting to "Always On When Using Other Tools": Chart Drawing Tools: Action When Other Tools Selected (Global Settings >> Tool Settings >> Chart Values >> Chart Values) Note that this will apply to ALL tools. There is not an option to only have the crosshairs show when using a specific tool.
