That Alert Condition works fine for us and we are getting proper signals from it. Attached is an image of what we get with it when we use both the "Spreadsheet Formula" and the "Color Bar Based on Alert Condition". The Color Bar Based on Alert Condition, in particular, was a copy/paste of exactly what you put in your posting.
