What you are seeing would be occurring if the "Scale Range" is set to "Constant Range" with the option for "Re-center To the Last Price On Every Update". This should not be occurring when the scale is set to "Automatic", or any of the other settings. Make sure you check the studies you are using as well and how their scale is setup. Although they should not be driving the main scale, you may have it setup for this to be the case.
