Read the error message again, it doesn't say "Trade simulation mode is ON, so action is ignored.”

It says "SendOrdersToTradeService is not consistent with Trade Simulation Mode On setting", followed by "SendOrdersToTradeService=0" and "TradeSimulationModeOn=0"

SendOrdersToTradeService needs to be set to 1 for order to be sent to an external service.
