Completely ignore the file named "DataFilesFolder.txt". You do not want to move that file to the new installation. But even if you do, if you have the option for "Global Settings >> General Settings >> Paths >> Always Use 'Data' Folder in Main Folder" then it really does not matter. The instructions are telling you to copy the files in the 'Data' folder from one system to the 'Data' folder on the other system.
