You can do simulated trading with live data. The information you are referencing is stating that the "Teton Order Routing Service" itself does not offer a simulation mode like some other order routing services do. Therefore, in order to do simulated trading, you need to use either the built-in simulation mode, or our "Simulated Futures Trading Service". And the point at the end is that in order to get the real-time data for the CME Group, you need to have a live trading account.
