Make sure the option for "Trade >> Trading Keyboard Shortcuts Enabled" is enabled (has a checkmark). This setting applies to both Keyboard shortcuts and Control Bars. Typically, if this is not enabled and you try to use a Control Bar/Keyboard shortcut, the Message Log will pop up with a message informing you of this. The one thing you need to be aware of is that the Stop Order Tick Up/Down is going to work on the nearest Stop order, not all of them.
