If you do not have a bar that starts at 15:30, then you will not be able to get the Open for that time. If you do not want to change your current chart to get this, then you would need to open another chart that does have the bars set in a way that you can get that value and then you can use the "Study/Price Overlay" to get that value to the chart you want.
