Without limiting the number of bars back, the best way to find the 'previous' high is to use the Zigzag study. It won't be as good as your eyes/brain, but close. The algo is complex and creating one that comes close is probably not possible with a spreadsheet study. Besides, why reinvent the wheel. If you can accept it's choice of a high, the spreadsheet can easily be coded to alert on a 10 tick decline.
