If the Trade Window is open when you save the chartbook, then it will open when the chartbook is opened. The opposite is also true, if you do not have a Trade Window open when you save a chartbook, then it will not open when you open a chartbook. So there is something else going on in your situation. Make sure you hard drive is not full and therefore you are not actually saving a new version of the chartbook.
