There are Global Graphics Settings and Chart Specific Graphics Settings. When a chart is set to use the Chart Graphics Settings, then changes to the Global Grpahics will not change it, and vice versa. Therefore, from what you are stating, you are either changing the Global Graphics, but the Numbers Bars chart is set to use Chart graphics, or the standard chart is set to use Chart Graphics and you are changing the Chart Graphics for it and therefore it is not applying to the Numbers Bars chart.
