The Zip Installer will not contain those files. With a fresh installation, they get created by the system. Therefore, if you delete them, the system will automatically create them again. If you are continuing to get an issue with this, when those files are not present, then we have to assume that it has something to do with the emulator you are using. We can not help with emulator issues.
