The reference to the "historical indication of a fill" is stating that attached orders would not be sent if there is an indication of an order fill from a previously submitted parent order. In other words, you need to send the attached orders with the parent order. This is not something you would typically need to worry about. We can not speak to how Rithmic handles the OCO orders or Bracket orders. You need to check with them on this.
