Here is the Study Collection updated to work for what you want. Note that you did not have any Alert Condition set in the "Color Bar Based on Alert Condition" and you needed to set the "Color Bar Based on Alert Condition" to be "Based On" the Spreadsheet Formula, and then set the Input Data, and the Output When Condition True to the Input Data.
