There is not a way to open the Properties window directly, but you can setup Control Bar buttons or Keyboard Shortcuts to apply a specific configuration (Configuration 1 through Configuration 24). For the Keyboard Shortcuts this is under "Global Settings >> Customize Keyboard Shortcuts >> Tools >> Current Tool Config". To use this, you will select the drawing and then select the Keyboard Shortcut to apply the specific configuration.
