This is working as designed. When the fill space for a chart is not locked, new bars are added into the fill space if there is any, and then the chart is scrolled when further bars are added. When a chart is created, there is fill space, but it is immediately filled as the initial data is loaded. If you hit the "End" key, a chart is scrolled to the end of the chart, and the fill space is set according to this setting.
