If you want your Targets to be separate, then the Scale In option will not work. The whole point of Scale In is to increase the position of the existing target, so it will be at the same position. This way you would have just the one Target with a higher quantity. Therefore it would move with the keyboard shortcut, since there is no other one. But, this does not sound like what you want, in which case, we do not have a current solution.
