Then either TC3 is not actually configured correctly (you did not save the configuration out after setting it up), or you are not selecting TC3 when you are placing the marker. Assuming TC3 is configured correctly, then select the Marker draw tool, then select the Current Tool Config and make sure you select "Config 3".
