Everything looks fine with the setup. Have you looked in the Window >> Alert Manager to see if the alert is listed in there when you think it should be "True"? If the alert is properly logged, then the issue is that you are not hearing the alert for which refer to the following:
General Settings Window: Troubleshooting for Alert Sounds That Do Not Play

If the alert is not showing in the log, then the condition must not be true. In this case, you have the "Entire Bar" crossing or equal to the drawing. Be sure you have the entire bar crossing and not just one part of it.
