CBOE describes this as a Short Term VIX index. It is a relatively new index for the CBOE, with both Futures and Options trading against it. I use it via my MB Trading account for options trading. However, I have found it helpful in trading the CME's ES contract on shorter time frames. It is based on options that go out a maximum of 7-9 days. Therefore, it is perfect for trading intra-day, and not only for options. I definitely find value in it and encourage you to add this symbol to Sierra Chart data offerings. I am sure you would get lots of interest from traders.
