Keep in mind that you can only assign one item to the left-side scales. It looks like you have the Horizontal Lines assigned to the left side properly, based on the range of the scales themselves. It looks like the yellow/gold line is what is causing the issue. Make sure that whatever is drawing that line is set to a scale of Independent, or "Same as Region", or better yet, put it into a separate region so it will not affect your main price bars.
