"INDEX WAS OUTSIDE THE BOUNDS OF THE ARRAY" means the following:

In the case of the spreadsheet, and array would be a series of values. The first one in the series has an index of 0, assuming it is zero-based, and the last one has an index of the size of the array minus 1.

So it is possible to reference any of the values within the array by using an integer index. As a general rule this error indicates that the index is less than zero or equal to the size or greater. However, what the exact indexes are in the particular formula you have, we do not know.
