Do you have the option for Enable Alert for Chart Drawing enabled at the top of the Drawing Alert window? If not, then the alert is not active. And is the last price actually crossing through the line? If it does not, then the alert will not be true. If the above are set and happening, then open the Window >> Alert Manager and take a look in there to see what is occurring.
