Is it true that the Services with Sierra Chart and Denali 11 will always be delayed by 10minutes unless I my broker is linked to Sierra Charts CQG Routing

Not exactly. The issue is just with the CME Group data. The CME Group requires that you have a live, funded, futures trading account to which you can connect your Sierra Chart software, in order to get the data at the non-professional rate. Otherwise, you can pay the Professional rates for the data. Refer to the information here:

And if that is the case what do I have to do to connect my broker (Tradeovate) to Sierra Charts?
