When you start Sierra Chart in Safe Mode and without automatically opening Chartbooks, you still get the software in a "Not Responding" state? In general, the window should look similar to what your image looked like, as there are not charts open, but it should not be "Not Responding". Please double check this by trying to select File >> Open Chartbook and see if you can open a chartbook. Then see if the program becomes completely unresponsive or not.
