Support, this may be the issue. Both of my instances were on the same UDP ports, listening ports and historical data ports. Because the UDP ports were the same, a windows exception was generated for the second instance. My setup has been like this for 3+ years with no noticeable issues so I overlooked this possibility. Per the following instructions, I have updated port settings for Instance 2 to be different than Instance 1.
