After a full reset of the symbol settings there is no reason it would be set way unless it were manually changed. That is not the correct setting. Once again perform a Full Reset of the symbol settings as explained here: https://www.sierrachart.com/index.php?l=doc/doc_GlobalSymbolSettings.php#FullResetSymbolSettingsSteps Make sure you do not alter the Rollover settings after the reset.
