Do not worry too much about what is set how, the question is simply what do you want to accomplish.

If you want to have the fill space locked, so that when you scroll, the data is never displayed in that area, then you need to use the "Lock Fill Space" option.

If, on the other hand, you just want to be able to set the last bar at some position and then have any new data entered at that same position (and the chart shift left from there) while allowing you to scroll the chart to the right, then you would need to use the option for "Allow New Data in Unlocked Fill Space".
