How do you have your tools setup? If you set Tools >> Tool Settings >> General Tab >> After Single Tool Use Change To: Hand, and then check the box for Tools >> Tool Settings >> Chart Values Tab >> Crosshair Style >> Always On When Using Other Tools, then you can just grab the screen and quickly move it where you want to go without having to do a bunch of scrolling and you will still have your crosshairs on all the time. To me it's the easiest way anyway :)
