Thanks SC Engineering, but it is not that easy. Not by a long shot. Your simplification doesn't come close to what is involved. Once you have two copies of SC installed, you must share data, and these additional instructions are in your own written words as follows. Now let's all say together OMG! This whole situation is a nightmare.

Not sure really sure why you want to share the data. You can always look at the market statistics charts in a separate copy of Sierra Chart. You can also detach the chart windows and place them anywhere on your system desktop:

Anyway at this point, we see definitive changes on the OEC side which have resolved the basic problem.
