This definitely works properly if everything is done properly. We are not sure exactly where the issue lies, but it has something to do with your setup. Make sure you are saving the configurations that you are changing. Refer to the information here: Chart Drawing Tools: Drawing Tool Configuration And be sure you select the correct configuration with the tool when setting up the Control Bar buttons.
