This is the reason why (taken from your Message Log):
Allow Support for Sierra Chart Data Feeds is disabled.

This setting needs to be set to Yes. You will find it in File >> Data/Trade Service Settings >> Common Settings >> Allow Support for Sierra Chart Data Feeds.
