Since you had your File >> Data/Trade Service Settings >> Current Selected Service set to TransAct, it is trying to make the connection to TransAct and failing. Until it can make that connection, it does not download any data.

Having said that, it is not necessary for you to stay connected to TransAct all the time if you are not needing to trade from Sierra Chart. You can connect just once a month to verify your non-professional status for the CME Group if you like. Refer to the following:

But, you will have to make a good connection to TransAct when you do this, so you will need to figure out why you are having an issue connecting eventually.
