In your case, the timeouts are occurring with this connection:
ds21.sierracharts.com port 10149

We are not observing any problem connecting to that server for historical data. Must be a local issue or an issue somewhere with your ISP or somewhere along the path of communication.

It is not a problem with the server itself.
