The reason why you never get a Range 0 color is because you have your Percent Compare Thresholds at 0.50, 1.00 and 1.50.

Since the coloring is only doing the Dominant side, by definition the lowest percentage value will be 100% (the dominant side will always be as big or bigger than the other side, hence the colored side cannot be less than 100%). Update your values to have the first number greater than 1.0. Given what it looks like you are looking for we would recommend (1.0, 1.5, 2.0).
