Regarding the out of range values like you see for at least this Binance symbol:

We have corrected the historical data as of December 28, 2020 UTC time, approximately. (Easier and Recommended Method) Also we did implement a solution for what we call overlapping market depth data where there are levels beyond the best bid and ask which should not be there.
