You are correct, the Time Range Highlight - Transparent is the study that it is trying to use to base the Left-Side scale on. Since that study doesn't have proper values in the Subgraph, it is setting the width of the Left Side Scale to the size of the values in the Subgraph (which is 1.0). In this particular case, you should not be depending on the left side scale. Or, if you have another study that you want to drive the left side scale, make sure that it is higher up in the list of studies, as it is the first study with an Independent, Constant Range, or User Defined scale setting that is used to set the left side scale.
