If you scale in and 'Scale In' is enabled, the stops and targets are merged. If you scale in and 'Scale In' is not enabled, the stops and targets are not merged. Basic Trading and the Trade Window: Main/C >> Menu >> Orders So the term 'scale in' has two meanings. It seems User964132 has 'Scale In' disabled, and User190501 has 'Scale In' enabled. If 'Scale In' is not enabled, separate stops are not necessarily associated with their entry, but to one of the Open Position Average Price choices in Chart Settings >> Advanced Settings 3 tab.
