Are those server side target and stop orders still in action even durring the internet cut off period?
Yes definitely.

And you really are not technically describing exactly what is happening. What you are literally saying definitely cannot be true.

If you lose the connection to the trading server and then there is a reconnection to a different server, then since the server-side bracket order was submitted to a different server, then you would not see the child orders if the parent had not yet filled. You would only see the parent order.

But those orders are still actually working.

We have documentation about this but we want to review it and update it.

In this scenario you are experiencing you would want to just simply reconnect to the data feed to get back to the primary server:
File Menu: Procedure to Reconnect to the Data and Trade Servers


Can you also tell us what is the Primary Server you are using? This is in
Global Settings >> Data/Trade Service Settings
