For your scale, you need to use a Constant Range or a User Defined Range. With the Constant Range, if you really do not want the scale to move at all, then you will want to ensure that the option for Constant Range Scale Mode is set to Manual. If you want your horizontal grid to be the same line types at every level, then be sure that the option in Scale Settings for Number of Increments for Secondary Grid is set to 0.
