It does not make any sense it would be an issue the data feed itself. It must have had an external networking cause. At 9:30 US Eastern time the outgoing buffer for your connection only reached about 11 K. This is very small with the amount of data that would have been transmitted. This is also very small compared to other buffer sizes for other users.

And the servers run at next to no load even during very busy market activity.
