We want updates this thread again and identify more programs that do this: All Operating system dialog windows Windows Remote Desktop Connection Visual Studio Chrome Skype We notice this will as well, and it is very annoying. What looks like is happening is before the operating system draws the nonclient area of the window, title bar and edges, and gives the application program a paint message to draw the interior, the operating system is simply drawing a fixed background color, usually white or the title bar color sometimes we see as well, in the entire rectangle or region where the window is to be displayed, momentarily. Really just any program does it. So here this is getting dumped on us, when it is nothing more than a damn Microsoft problem. You have been wasting our time for this, for a long time and not paying attention to what we have been telling you, even producing a video. This was nothing more than a god damn Microsoft problem all along. Does not matter what others have to say. We are definitely correct. The Windows operating system really is trash.
