This does make sense because Drawing Tool selections are no longer global but instead specific to the active chart. Each chart can have a different drawing tool active. And you cannot choose drawing tools from the main window if there are no charts attached. please add back that option everyone who uses detached charts has only one control bar, or a couple of them, for all the charts; it's a matter of occupied area, that way we can save a lot of pixels.
