This does make sense because Drawing Tool selections are no longer global but instead specific to the active chart. Each chart can have a different drawing tool active. And you cannot choose drawing tools from the main window if there are no charts attached. This is also the same with chart values/crosshair which I like appearing across all detached windows at the same time. Maybe there is some global setting I need to change I can't think of right now? This is resolved in version 2043.
