Yes this does make sense because we did hear from another person in South Africa who is having slower Internet connectivity.

The cable break does not sound like a good thing at all. It seems like something like that would take time to resolve. South Africa is served by many cables though:

Not sure why one cable would cause a problem. Maybe you are using an ISP on the affected cable.
