Yeah it may be crazy but it wont make sense to go nuts about it. The CME is the marketplace and they make their rules. I don't think they will change this anytime soon. The solution should be quiet simple. If a user has two active connections and wants to establish a third one via the web-based panel, just drop one connection. Maybe with a prompt like Rithmic is doing it. Also I think that this situation should be rather rare as I suppose most will only have one connection at a time and all the other should be fine with dropping one of the two active. Anyways for my use case it's more important to have a flatten functionality.
