I use a laptop with the same issue, as far as I know it doesn't adjust itself. This is what I do. Take your chartbook and save it as chartbook-small or equivalent. Then shrink the windows really small and move them to the top left corner so they will all fit on the smalls screen once you switch over and then save chartbook again. Then switch to smaller screen and adjust the windows to fit the smaller screen and save chartbook again. Then just switch back and forth between the two chartbooks when you switch screens. I only use one chartbook, but this may be a little tedious if you use many chartbooks though, so maybe someone else has a better solution.
