Nothing changed with this functionality between the mention versions. And also it is technically impossible for what you described to have ever been the case. There is some other explanation. There is always a potential for a problem where a keyboard shortcut may not do anything in that there is no command actually issued at all but that is not dependent upon the order type for entering a position.
