This is simply related to the fact that you have your scales set to Constant Range. As such, the range of the scales is not going to change. That is the whole purpose behind the Constant Range setting, is that you have set it to be constant and it will not change. You either need to adjust the range and make it larger, or use the Automatic Scale Range.
